Its not clear from the picture how the mounting bracket attaches to the tractor. Can someone explain how this works?

So the Custer Reflective Slow Moving Sign # EMB20GM attaches to the Custer Slow Moving Vehicle Mount Kit Spade
Item # EMB-HDW-SPD which then slides into the # EMB-HDW-SKT that you referenced. And the bracket attaches to the tractor with the included carriage bolts.
