Question:
Should there be pre dilled holes where the bolts go through? Was told I had to drill holes into the frame.

For Draw-Tite trailer hitch # 65025 there is no drilling required. I have included a link to the instructions so you can see the installation steps. Different vehicle models will require the use of different holes already drilled on the hitch and present on the vehicle.
