In regards to the Rhino-Rack Fishing Rod Carrier part # RR576F, the 3-5/8" refers to the clearance for bindings like on snowbards which the carrier can also be used for. In other words, it will be the distance from the center of the carrier where the accessories sit to the top of the crossbar. The actual height of the until will be around 6".
