I just need the frame no drill bracket kit to install rails in my 2008 f-250 w/shortbed do you sell the bracket kit without rails ?

The correct Reese custom brackets for your 2008 Ford F-250 are Custom Brackets, # RP50082. These brackets do not require any drilling to install and are designed to work with the Reese Universal Base Rails, # RP58058, and Draw-Tite Universal Base Rails, # 6008.
In addition to the brackets you will also want to pick up the Replacement Hardware Kit, # RP30125, if your base rails require only 4 bolts or # RP58430 if your base rails require 10 bolts. This kit includes all the hardware necessary to attach your base rails to the custom brackets once you have the brackets installed. I have attached a photo that showing the bolt pattern difference between the 4-bolt rails and the 10-bolt rails for you to check out.
