Does Lippert Undercarriage Storage Bin Require Use of All Three Mounting Plates

Question:
The photos of this Undercarriage assembly shows 3 sets of holes for mounting including centerline mounting holes, yet its described as frame mounted. I will only have use of the 2 outer sets. Is the use of the center set of holes required to get full load carrying capacity? Thanks
