Is Small Wheel Adapter Needed When Carrying Lectric XPS20X4 with Hollywood Racks Sport Rider

I have two Lectric Xps20x4 and if I order the Hollywood Sportrider HR1500 do I need the small wheel adapters for the rear hoop wheel holders? Thanks,

I checked out the Lectric Xps20x4 that you referenced and it has a 20 inch wheels so the small wheel adapter part # HLY24FR would be needed.
