Will this rail system fit a 2011 Kia Sportage? My Sportage does NOT currently have even the rails. Does this set include rails that attach to the roof and mounts that attach to the rails?

For your 2011 Kia Sportage with a naked roof, or a roof without OEM front-to-back rails, the Rola Sport Series Roof Rack 59849 you referenced would not be a compatible fit as it needs front-to-back side rails to be mounted on your vehicle.
I recommend the Rhino-Rack consisting of crossbars # RRVA126B-2, feet # RRRLKVA, and custom fit kit # DK259.
This roof rack, once installed, will allow you to use a cargo carrier, bike rack, or a kayak carrier on the roof.
The roof rack has a weight capacity of 100 lbs, but I recommend consulting your vehicles owners manual prior to installation to ensure your vehicle is capable of withstanding the additional weight.
