How does a brake winch work and how reliable is it?

There are a few ways brake winches operate but the worm gear winches like the part # DL10950 that you referenced have the most effective brake since the handle turns a worm gear which rides on a sprocket that is attached to the drum. Basically if the handle isn't moving there's no way for the drum turn. This is the simplest and most effective brake for a winch.
