Can this trailer be submerged to launch a canoe form bottom tier provided canoe is loaded sitting upright on its special racks?

Yes, you can absolutely submerge the Malone MicroSport LowBed 2 Tier Trailer # MPG464-LBT.
Not only is the frame made from galvanized steel to prevent corrosion from being in the water, but the lights are submersible as well as they won't be damaged when in the water.
