For your 2003 Volkswagen Passat Wagon, the Curt Trailer Hitch # 11164 is a compatible trailer hitch receiver. It is recommended for this particular Curt product that you support any non-trailer loads such as bike racks, cargo carriers, etc., with stabilizing straps. Failure to properly support these loads will void your Curt warranty. I recommend the Curt Trailer Hitch Support Strap # 18050. I have attached a video showing proper installation for this item.
