my bike has fenders do I have to secure it only with the wheel straps or can I use the frame system also?

In regards to using the Thule T2 Classic Bike Platform Rack part # TH9045 on a bike with fenders, it may not work. The descriptions says that it "May interfere with front fenders." You could check out the video to see if you think it might work with your particular bike. That said, you probably want to look at a frame mounted option instead of the wheel mounted like this T2 Classic.
