Does the adapter bar have to be the same brand as the rack or will they fit on different brands?

Not unless you're particularly brand-loyal or have a strange fixation on things needing to match. If you are, and you do, more power to you!
Seriously though, you can certainly mix and match the brands of bike rack and frame adapter, they are definitely not brand specific. Some are easier to use than others, which is why we typically recommend a given model.
The Kuat # UB01 is pretty well recognized around here as being the easiest to use. It also provides 7 inches of adjustment, from 20-27 inches and it's also pretty reasonably priced. I've linked to a product demonstration video featuring the Kuat # UB01.
