I have a 2016 Ram Rebel with a 57inch bed and spray on liner. Will this fit? If so, also, can it fit a 32-ft extension ladder 16 on it?

We do have a product that can carry that large of a ladder on the roof of your 2016 Ram Rebel. Part # EM07706 is a great solution and it fits any bed length on Rams. However, this part doesn't work if your truck has Ram Boxes on the bed.
Part # DZ95053 is designed for bed six and a half feet and longer, so it won't work for your application.
