Is this a “blackout” cover?

The Adco RV Windshield Cover for Class C Motorhome part # 290-2423 is not advertised as a blackout cover as you described which I assume means it does not let any light through. That said, I took a look at some of the reviews and there was no mention of letting light inside or that the amount was an issue. I don't have any hard data on light exposure with that being said.
