Is this Reese cargo carrier recommended for use on a 2inch receiver on the rear of a Jayco Eagle HT fifth wheel?

I checked through the safety warnings and instructions on the 24x60 Reese Cargo Carrier part # 63153 and found nothing stating it can't be used of a fifth wheel or camper.
