The Curt Trailer Hitch Receiver - Custom Fit - Class I - 1-1/4" # C11529 you referenced is a fit for your Hyundai Kona if it is a 2018 model or a 2019-2020 model excluding electric. It sounds like you have a bolt that is stuck in the frame rail and I'm a little confused by how it is stuck. If you followed the instructions the bolt holes should give plenty of room for the bolts.
For a stuck bolt, you will need to use a hammer and block to knock it loose without damaging the threads and then you'll need to retrieve it inside the frame rail. I recommend tying a string around it before freeing it so you can have another way to help maneuver the bolt once loose.
If you lost the bolt inside the frame rail and can't fish it out, then you can use # RHK for hardware replacement.
