How Long Can CargoSmart Adjustable Bungee Straps be Stretched

Question:
is the advertised length the maximum stretched length or is that the static length? If it is static length, what is the longest stretched length of the 48?

The CargoSmart Adjustable Bungee Straps for E-Track and X-Track Systems # 3481716 have an adjustable length of 28" - 48" and that's prior to stretching it out. When I reached out to my contact at CargoSmart he said that these should not be stretched more than 50% of their original length.
