Are these keys pre-cut, or do I have to take to locksmith to get cut?

The Replacement Global Link RV lock keys like part # 295-000158 that you referenced are pre-cut. You would not have to have them cut. This is correct replacement key for number 379. For key number 391 you'd want # 295-000079.
