Corrosion and road grime can get inside of vehicle weld nuts on any vehicle that has seen at least one winter. This is most likely the case you are facing. There is a solution. You will need to lean out the weld nuts using a spray lubricant and a wire brush like # DW00254.
I have included links to a video and FAQ article that will show you how to clean out the weld nuts for hitch installation.
