Is this pin strong enough for use in a 2” cat V hitch with a 12,500 tow rating?

Hitch pins and hitch pin locks like the part # e98882 that you referenced don't actually bear any weight when used with a ball mount so they don't have weight capacities. The ball mount and ball takes the downward force of the tongue weight so hitch pins do not have a weight capacity. You won't have any issues using this hitch pin with a hitch rated for 12,500 lbs.
