Yes, if you used the Pintle Mount part # BWPMHD14005 that you referenced with the 20k Pintle Hook part # C48210 you'd easily be able to get the 4 inches of drop you need. Both of these components have well over the 13,500 lb capacity you are in need of so they will work well in that regard as well.
