Does these mirrors bolt right up to where my current mirrors are without drilling new holes?

The K Source Custom Towing Mirrors # KS61067-68F that your referenced will utilize the same mounting points as the factory mirrors on your 1999 Ford Super Duty so you would not have to drill any additional holes.
