How Many Covers Come With Adco Tyre Gard RV Wheel Cover for Tandem Axles

OK, I ordered Adco Tyre Gard RV Wheel Cover - Double Axle - 27inch to 29inch Diameter - Vinyl - Black - Qty 1 Item # 290-3933. I took for granted that it was to fit my double wheels on BOTH sides. I received my order and it says ONE. So does that mean one side.....who would have thought it was not a Pair? I ordered this type of item before and it was always a pair for both sides of the trailer. So, before I open the box, is it really only one side? Suppose if I return it, I will have to pay return shipping?

The Adco Tyre Gard RV Wheel Cover - Double Axle - 27" to 29" Diameter # 290-3933 is sold individually as 1 cover. It does cover 2 wheels but is for 1 side of the trailer, you need 2 for a tandem axle trailer to cover them all.

Typically most tire and wheel covers are sold in pairs for the single axle, and individually for the tandem axles, that's not always the case, but each product page states the quantity that comes it.
