I just purchased the original TracRac Sliding Rack with short bed rails through private sale. I have a 2019 Silverado Crew Cab with a 5.75foot bed. I was going to cut the rails it came with down to the length to fit my bed but now I want to get the right mounting system. I do not really care if i have the sliding rails or not. Am I am able to swap out the upright legs and base mount to make it a fixed mount rack? My current uprights do not have a removable base. i am looking to get this mounted on my truck as cheaply as possible.

The Thule TracRac base rail kit part # TH21782 that you referenced is the correct base rail to fit your TracRac ladder rack uprights in the bed of your 2019 Silverado Crew Cab with a 5.75 foot bed. The entire kit of base rails and uprights for your truck would be # TH43002XT-782.
Thule does not offer us the replacement hardware for these rails and since the rails would have to be significantly modified the replacement rails would be your best, easiest, and most efficient solution.
