can this be used on a 2003 Volkswagen passat 1.8 turbo 4 cylinder,

The etrailer.com brand # e98906 Class III trailer hitch is a vehicle specific item designed for a 2009 - 2017 Volkswagen Tiguan and a 2017 - 2018 Volkswagen Tiguan Limited, so it wouldn't work on your 2003 Passat.
For your vehicle, the correct hitch will depend on the exact vehicle model.
-For a sedan or wagon that's not a 4Motion model, use # C11054
-If it's a sedan or wagon that IS a 4Motion model, but not with the 4.0L W8 engine, use # C11076
If you'll be towing a light-duty tralier, use # C59236 for a wiring harness and # C45510 for a ball mount. You'd also need the correctly sized trailer ball, part # C40001 for a 1-7/8 inch ball or # C40018 for a 2 inch ball.
