I need a fifth wheel hitch for my short bed 2019 Ram 2500. What would you recommend? I do not have the pucks in the truck bed.

Due to the fact that the truck has the shorter bed, you'll want to go with a sliding fifth wheel hitch to provide enough clearance between the truck cab and the front of your fifth wheel.
I recommend the Curt Q20 fifth wheel hitch, part # C16541 as well as the # RP50054-58 installation kit. The Q20 features a fully articulating hitch head and a two piece jaw mechanism that holds the king pin very tightly, which provides good ride quality. The slider mechanism will give you 12" of travel.
For an automatically sliding hitch that wouldn't require you to exit the vehicle to slide the hitch rearward for low-speed maneuvering, The Demco Hijacker Autoslide in a 21K capacity as # DM8550035 or an 18K capacity as part # DM8550034 would be an excellent choice. The hitch would attach to above the bed rails, using the # DM8552025-71 rail kit.
My final recommendation is the Companion from B & W. The Companion offers a sliding fifth wheel hitch
# BWRVK3400-5W that would mount to the truck using their # BWGNRK1320-5W Turnover Ball Gooseneck hitch. This allows the hitch to be removed easily, leaving the truck bed completely unobstructed. You'll also have the towing flexibility provided by a gooseneck hitch, you'll be able to tow either type of trailer easily with the addition of the
# BWGNXA2062 gooseneck ball/ safety chain loops.
For a trailer connector in the truck bed, use part # C56000.
