Will this work on the new body style 2019 Ram 1500 with 5.7 ft bed, the bed utility group c channel rails and rambox storage system?

I do have some great options for you, however the Inno Velo Gripper Bike Rack # INRT201 that you referenced will not work on your 2019 Ram 1500 that's equipped with the RamBox storage system. It simply won't have the mounting area required for this to clamp around.
Since you have the RamBoxes you will need to go with a carrier that actually bolts to the bed floor or attaches to the channel rails (instead of utilize the side rails) or use a tailgate pad like the Thule GateMate # TH824PRO. The GateMate simply gets draped over and secured to the tailgate to provide a really nice platform for up to 8 bikes side-by-side.

For a carrier that can be secured to the bed or integrated channels on your Ram I recommend the Swagman Impakt # S62FR. This is versatile fork block that can be used to secure a single bike that uses a 9-mm quick-release skewer or a 12 or 15-mm thru-axle fork.
