does the retrack aluminum cover work with ladder racks and if so, what racks do you recommend?

The RetraxPRO MX Hard Tonneau Cover part # RT80502 which is a fit for a 2019 Honda Ridgeline does not allow for a ladder rack to be used. Furthermore, there are no ladder racks available for a 2019 Honda Ridgeline. Therefore, your only option would be to install roof rack over the bed with the Rhino-Rack Roof Rack System part # Y02-500B which would require drilling into the cover and or bed rail. If you do not wish to drill into the cover and or bed rail you can install a roof rack over the cab and then use a load extender when needed, the Rhino-Rack Vortex Aero Crossbar System part # RRVA150B-2, part # RRRLKVA, and part # DK470 with the Rhino-Rack T-Load Hitch Mounted Load Assist and Support Bar part # RTL002.
