can you tell me the trailer hitch #13430 will fit a 1979 Buick Electra, and what wiring kit would I need ?

For your 1979 Buick Electra the Curt hitch part # C12009 is actually the correct fit and not the one you mentioned as it fits other vehicles that are much different. Then for a trailer wiring kit the Curt part # C59236 is the best option for you.
For a ball mount then the part # C45522 is the correct one for the hitch mentioned. For hitch balls you'd want the part # C40018 for a 2 inch ball or part # C40001 for a 1-7/8 inch ball.
