Yes, I did some checking and it looks like the manual transmission and automatic transmission 2019 Kia Forte models can be towed on a tow dolly like the Demco Kar Kaddy # DM9713045 that you referenced. You would put the front wheels of this on the dolly. This is a really great tow dolly solution that would work well for you as it has disc brakes, a surge coupler which means the braking system is totally self-contained, and a steering axle that helps it track well behind the tow vehicle.
