Ive seen trucks that have a fiberglass tonneau cover and a rack mounted to it. Where can I purchase one?

It sounds like you're looking for a tonneau cover that will allow you to also install a ladder rack on your truck. To do this, you need to choose a tonneau cover that installs inside the bed rails and a ladder rack that doesn't use the traditional L-shaped brackets or C-clamps but instead uses stake pocket mounted base rails that install on top of your truck bed rails.
For example, for a 2019 Ford F-250 Super Duty with 6.5 foot bed, the Thule TracRac SR Sliding Truck Bed Ladder Rack # TH43003XT-785 can be paired up with the BAKFlip FiberMax Hard Tonneau Cover # BAK126330. This cover features a fiberglass top with aluminum base and rails underneath.
