According to their 2006 Catalog I found online, Fleetwood exclusively used electric trailer brakes on all their 2006 model year Wilderness Series Travel Trailers. You can easily confirm this by looking behind one of the wheels. If there's two wires entering the rear of the brake assembly, it's an electric brake (see photo). If it's a steel or rubber brake line, they are hydraulic brakes.
The Tekonsha P3 you looked at would be an excellent choice as far as a brake controller goes. I've linked you to the product description video for that brake controller.
