I am trying to figure out what size tire cover I would need for a spare tire for my Ranger boat spare tire. The tire shows its a 205R14C Kumo Radial 857. Trying to buy my husband a tire cover for Christmas and need to know if I need a 14, 15, or 17. Can someone please help me?

The overall diameter of the tire size you mentioned of 205R14C is 26.3 inches which means for a black spare cover similar to the Rampage you referenced you'd want the part # 290-1737 which fits well, looks good, and does a great job protecting wheels and tires.
