Yes it does! We have asked HydraStar about this exact issue before and have been told that the Curt Spectrum Trailer Brake Controller # C51170 you asked about will work with the HydraStar Electric Over Hydraulic Actuator for Drum Brakes # HBA-12 or Disc Brakes # HBA16.
This set up is going to give you an outstanding combination of braking power with the EOH actuator and braking control with the easy-to-use knob of the Spectrum that will mount wherever is convenient for you.
