The # TX257001 tonneau cover does not have a lock on it, but since it opens from the underside it will be secure if your tailgate is lockable.
In other words, the cover can't be opened until you gain access by opening the tailgate. If the tailgate doesn't have the OEM lock on it, you can install one on your 2019 Toyota Tacoma using the # PL54FR from Pop&Lock.
