can kuat sherpa 1.25inch be used with bike with fender on front wheel can hook be tightened sufficiently?

I do have an alternative solution for you but if your bike has a front fender then the Kuat Sherpa 2.0 # SH12B won't be compatible because the ratcheting arm will need to be placed on the wheel where your front fender is at.
Instead I recommend using the Saris Freedom 2 Bike Platform Rack # SA4412B which is compatible with 1-1/4" and 2" receivers, and it secures your bike(s) by the down tube or top tube, whichever is compatible. This rack is made here in the USA and also comes with bike and rack locks for your peace of mind. I have attached a review video for you to check out.
