The correct replacement handle for the Dutton-Lainson Hand Winch DL1302 is the Replacement Winch Handle for Dutton-Lainson part # DL70326 which is 9-1/2" long. This is the longest handle than can be obtained for any of the Dutton-Lainson (Pulling) Hand Winches.
The only option I have for you to obtain a 12" long handle would be to replace the entire winch with an option like the Fulton High-Performance 2-Speed Trailer Winch part # F142421.
