Does the unit illuminate when not in use. I have installed one in my 2010 f150 xlt with the harness recommended and get no sign of life from it

With a trailer disconnected the Curt Spectrum part # C51170 that you referenced should have the outer two lights flashing blue at idle or solid blue when the brakes are on. Since you used the correct install harness for this controller in your 2010 Ford F-150, part # C51436 you most likely have a blown fuse under the hood of the truck for the brake controller circuit. That would be only thing that would kill the circuits that power the controller.
