Is there a 5th wheel tailgate for my 2019 Ram 3500 that has inserts? I want to be able to keep the tailgate closed because I have a tonneau cover.

There is absolutely a 5th wheel tailgate that fits your 2019 Ram 3500 that has inserts.
The tailgate that fits is the Stromberg Carlson 4000 Series 5th Wheel Louvered Tailgate with Lock for Dodge Trucks # VGD-10-4000 and the insert is the Louvered Tailgate Insert # VI-4000.
