I'm guessing you're needing a replacement stroller wheel and the parts used to connect it to the bike, is that right?
If you have the Chariot, Cheetah or Cougar stroller, you'd need wheel # TH40102421 or for the Coaster stroller, use # 40192431. The strollers mount to the bike using a skewer mounted bracket like the once you referenced, part # TH20100796.
That skewer mount works for the following stroller models:
2011 and newer Cheetah 1-child and 2-child bike trailers
2011 and newer Cougar 1-child and 2-child bike trailers
2011 and newer CX 1-child and 2-child bike trailers
2011 and newer Cabriolet 1-child and 2-child bike trailers
2011 and newer Corsaire 1-child and 2-child bike trailers
2014 and newer Coaster bike trailer
2014 and newer Cadence bike trailer
If they left the skewer and just took the bracket, we sell the bracket as # 50103033
You might also consider a cable lock like Trimax Trimaflex Cable Lock - 6' Long - 1" Diameter # TMX24ZR to provide some theft deterrence.
