What does it mean when the er code is flashing without the brake pedal being pressed? It goes off when brakes are applied...

The "Er" error code on the Draw-Tite Activator IV Trailer Brake Controller part # 5504 means there is an internal problem with the brake controller therefore it will need to be replaced. That said, this will be a great time to upgrade to a proportional brake controller which will outperform the time-delayed one you have now tenfold. For this, the Brake EVN # TK63VR is a great cost effective option and it will use the same plug as the Activator IV which makes for a plug and play installation. If needed, it can also be transferred to a new tow vehicle in the future and it comes with a lifetime warranty so long as you have your proof of purchase.
