Couldn’t this sink work as a top mount by resting on the 1” lip and a adhesive used to secure to the counter top

Yes, you could use the Better Bath Single Bowl RV Kitchen Sink # LC385313 to function just fine as a top-mounted sink in the exact manner you describe. I do recommend having a counter top cut out as close to the 25" long x 13-7/8" wide inside dimensions of the sink in order for its 1" lip to have as much space as possible.
Additionally, since this sink does not have a built in sink drain strainer I recommend adding the LaSalle Bristol RV Sink Drain Strainer Basket # 34439166.
