The Hopkins Vehicle Wiring Converter, part # HM48915, is used for a vehicle that will have a 3-wire system, which means it would have separate stop and turn signals, to plug into a trailer with a 2-wire system, which has the stop and turn signal combined.
Your 2000 Plymouth Neon will have a 2-wire system, so the # HM48915 converter is not needed. To get a 4-way on your Neon you can use the Draw-Tite Wiring Hardwire Kit, part # 18252. Using the included circuit tester these wires will tap into your vehicles tail lights. I am including a link to a video of the Draw-Tite kit being installed on a vehicle.
The # HM48915 converter will work if you will be using it on a tow vehicle that has separate stop and turn signals and towing a trailer with combined signals.
Because LED trailer lights use much less power than their incandescent counterparts, you should not be in any danger of overloading anything when using the above mentioned wiring kits.
