do you think the retrax cover with the rail system is strong enough to put a cross bar system that would support 2 kayaks. for example like a ladder rack where part of the kayaks would be over the cab and the bed of a ford f150

Yes, the rails of the Retrax XR Tonneau Cover part # RTT-60422 that you referenced could easily handle the weight of two kayaks with a ladder rack like the Yakima Overhaul part # Y01151-59 with the adapter part # Y01155. Especially if you split the weight between the kayaks from the roof of the vehicle and the ladder rack. But I'd recommend just using the ladder rack as that's less parts to buy and will work just as well if not better.
For kayak carriers we have the Yakima JayLow part # Y04073 which will work great. They are easy to load, padded, and can fold down when not in use.
