Will the Swagman Chinook fit the HRRV rack, and can you store your bikes on the platform rack while the rack is on the valet?

The Swagman Chinook part # S64683 that you referenced will fit in the Hollywood Racks Valet part # HRRV-1 that you referenced. I would not recommend loading bikes into the rack while in the Valet though as this will most likely cause the rack and valet to tip over.
The best solution for bike rack storage that also allows you to load bikes is the wall mount Swagman X Mount part # S80940.
