I recommend the Curt Trailer Hitch Receiver part # C11282 because you have an extra 3/4" ground clearance compared to the other option for the Chevy Cruze. This is important when carrying a cargo carrier because they are less likely to drag the ground in low ground clearance situations. The only hitches available for your vehicle at this time are Class I hitches so they are not rated for a lot of tongue weight and the wheelchair carrier and wheelchair are both considered tongue weight on the hitch. This Curt hitch is rated for 200 lbs so you want to make sure if you already have a carrier, that it fits a Class I hitch and it doesn't weigh over 200 lbs with the weight of the power chair itself. You also want to check owner's manual for more information about the gross vehicle weight rating on your particular vehicle and make sure you do not exceed that.
We do not carry power chair carriers with ramps to fit the Class I hitch but you may be able to use the Curt Cargo Carrier part # C18110 to carry the power chair. The Curt Cargo carrier weighs 29 lbs and measures 47" long x 19" wide.
I recommend to get shock absorbing tie downs ShockStrap part # 297-9RSDB to keep the power chair from bouncing around too much while on the carrier.
