Does this require drilling holes in the truck bed or side wall to install? Im looking to buy driver and passenger side ones for my new truck 2019 Ram 2500 long-bed.

Yes, the UWS Truck Bed Fender Well Toolboxes do require drilling for installation. The holes that will need to be drilled will be located wherever you choose. The recommended method is on the inside edge of the bed rail but you can also do so to the actual wheel well or to the bed floor. The process will vary for each installation and your choosing.
For your 2019 Ram 2500, the correct UWS Truck Bed Fender Well Toolbox is part # UWS01624 for the driver side and part # UWS01626 for the passenger side.
