The Carr Custom-Fit Side Steps - Hoop II - Black Powder Coated Aluminum - 7" Step # CARR103991-1 installs into the body panel seam and that simply isn't strong enough on your 1999 S-10 pickup for a step.
If you want a confirmed fit for your extended cab S10, I recommend the DeeZee Nerf Bars - 3" Round - Black - Cab Length # DZ3700301 which will mount to the frame of your truck and ensure a solid fit able to support weight and be durable.
