The Thule Hitching Post Pro 4-Bike Rack # TH934XTR will absolutely allow you to open the tailgate of your 2019 Toyota Tundra when you have the rack folded down. In fact, we test fit this bike rack on a 2019 Tundra, and as you can see by the photo I added from the linked video review, the tailgate is fully open when the Hitching Post Pro is folded down.
This is a great option for a cost-effective but high-quality 4-bike rack that allows you to safely and securely transport your bikes. The rack is strong and durable, as evidenced by its lifetime warranty. To ensure you can keep using it as long as you need, I recommend adding the Thule Snug Tite Hitch Lock and Anti-Rattle Device # THSTL2 which provides you with a lock to keep the Hitching Post Pro # TH934XTR safely on your hitch.
The only other thing to keep in mind is that when using any hanging rack like the Hitching Post Pro you'll needThule Bike Adapter Bar for Women's and Alternative Frame Bikes # TH982XT if your bike is dual-suspension, has a step-through frame or you want to carry a small children's bike. The bar will give those bikes a horizontal mounting point so they can be carried by the rack.
I've added links to video reviews for you to check out as well.
