Question:
I have been looking for a hitch for this car, but there are no drilled holes any where in the frame members to use. I dont have the tow hooks to remove to provide holes so how do you attach the hitch??

The front mount trailer hitch # 65025 does fit the 1999 2 wheel drive Ford Expedition. There should be holes on the inboard side of each frame rail. I have included a link to the installation details that shows where the hitch installs on the vehicle.
